difficulty lies in the question of transport.
While I appreciate the demands on air
priority occasioned by the situation in
the Middle East, I very much hope that
you will find it possible to arrange for
the Chief Civil Affairs Officer in Hong Kong
and his handful of assistants to be relieved
in the very near future.
